NAV Canada makes money by levying charges for it's services on aircraft operators. If you want the exact wording from the website it is "NAV CANADA , a non-share capital, private corporation, recovers the costs of air navigation facilities and services through a system of service charges levied on aircraft operators. As per the Law governing its operations, NAV CANADA follows a consultation process when it proposes new or revised charges. Under this process, a Notice detailing the proposal is issued followed by a formal consultation period. Following this period, the proposal is modified as warranted and an announcement is published setting out the new or revised charges."
